Clinical Nurse Manager  – County Dublin

We are actively hiring for an Clinical Nurse Manager to join the team of an excellent employer based in County Meath.

All candidates MUST be NMIB PIN Holders, currently reside and are eligible to work in Ireland and have previous experience working within a residential home.

Our client is an award winning nursing home/care centre that provides residential care to their residents in County Meath. This establishment aims to promote quality of life and independence through both a professional and friendly service.

A full-time staff nurse works 7 * 12 hour shifts per fortnight, including Day and Night duty.

Reporting Relationship:

Reporting to and professionally accountable to: The Director of Nursing and Assistant Director of Nursing.

Key Working Relationship:

Senior Staff Nurses/Staff Nurses, Allied Health Professionals, General Practitioners, HCAS, Kitchen and Household staff, Activities Staff and Maintenance Staff.

Purpose of Post:

The primary objective of this position is to both manage and provide care to the highest professional standards, which meets the practical, physical, psychological and emotional needs of the residents within the service. The post holder will lead a team which ensures that services are provided within a relationship which is based on respect an equality and that promotes their independence.

Essential Qualifications and Experience Qualifications:

  • Have at least three years post registration nursing experience in the specialist or related area.

AND

  • Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.
  • Demonstrate evidence of continuing professional development at the appropriate level.
  • Hold a recognised post registration management qualification.
  • Satisfactory Garda Clearance.

Professional Registration:

  • Be registered in the relevant Division of the Live Register of Nurses maintained by Irish Nursing and Midwifery Board or be entitled to be so registered.

Special Skills and Competencies:

  • Knowledge of quality assurance practices and their application to nursing procedures.
  • Knowledge of social care model of service delivery.
  • Knowledge of Person – Centred Planning and Person – Centred Care.
  • Knowledge of both clinical and human resource policies and procedures and relevant legislation.

Under direction of the Asst. Director of Nursing the Clinical Services Manager will be responsible for the following – ensuring privacy, dignity and respect of the resident at all times.

General:

  • Ensure that the provision of a high standard of care to the resident and families in the organisation is consistent with our mission, values and strategic plan.
  • Develop relationships with residents, which facilitate resident autonomy, informed choice and evidence based decision-making.
  • Promote and maintain resident safety and ensure quality care is provided through respecting the privacy, dignity and rights of the resident while maximising the residents’ capacity to exercise personal autonomy and choice.
  • Ensure the organisation is operated in a manner that respects the age, gender, sexual orientation, disability, family status, civil status, race, religious beliefs and ethnic and cultural background of each resident.
  • Promote the development of new and innovative ideas for the improvement of care for residents, using an evidence based approach.

Governance, Leadership and Management:

  • Undertake the role and responsibilities in line with the standards and regulations as set out by the Health Act 2007, the Health Information and Quality Authority (HIQA) standards and related regulations, (e.g., National Standards for Residential Care Settings for Older People in Ireland), local policies and procedures, regulatory bodies such as NMBI, as well as in line with new guidelines, policies, procedures, regulations and standards as they continually develop.
  • Ensure development, implementation and compliance with same and in line with best practise.
  • Support the registered Provider/DON/ADON with day to day management of the organisation.
  • Act as a key member of the Nursing Home management teams, including, as deemed required by the Registered Provider/DON / ADON, the Multidisciplinary Care Team, the Risk Management Team, the Incident Management Team and the Infection Control Team.
  • Ensure resident confidentiality throughout the facility. Resident information shall not be discussed outside of the Nursing Home, except within a professional capacity and in the interest of the resident with the expressed permission of the Registered Provider/Director of Nursing / ADON and in line with GDPR.
  • Motivate team members by agreeing goals and objectives, through performance review, appraisals and counselling
  • Create and promote open communications, healthy working relationships, and stimulate initiative among the team.
  • Lead, by example, a professional, punctual and dedicated team.
  • Ensure that where directing delegation of care, the delegation is appropriate to the definitions and philosophies of nursing. Delegation shall take into account the levels of experience, competence, role and scope of practice of the staff member taking on the delegated task.
  • Consider disciplinary and grievance matters procedures in accordance with deviations from the staff member’s job description, the residential home’s operational policies and procedures, any code of conduct expected of staff members and other professional codes of practice.
  • Ensure that staff rights and responsibilities, including working hours are complied with in accordance to best practice and legislation.
  • Attend/chair meetings as required and keep staff briefed on developments in the Nursing Home.
  • Effectively and appropriately communicate with the resident’s, their family members and visitors on an on-going basis.

Clinical Practice:

  • Collaborate, consult and communicate with staff, MDT and Allied Health Professionals regarding the appropriate nursing assessments, diagnosis, planning, interventions, and evaluation of resident care.
  • Ensure safe systems and practices are in place in relation to all aspect of resident care (including medication management as set out my NMBI), Staff management and environmental management.
  • Be clinically responsible for practices and seek support and feedback from operational developments.
  • Provide a high level of professional and clinical leadership, ensuring the highest professional standards using an evidence based, care planning approach.
  • Ensure that the resident is safeguarded against any type of abuse, neglect, acts of omission, or discriminatory abuse, through deliberate intent, negligence or ignorance by others within the Nursing Home. Where a concern arises for a resident’s safety, all reasonable and proportionate interim measures are taken to protect them pending the outcome of any assessment or investigation.
  • Ensure that residents are facilitated to access legal and financial advice in any situation where it appears they are subject to any form of financial abuse by a third party.
  • Ensure the resident receives a comprehensive assessment immediately before or immediately on admission
  • Ensure that all interventions in response to behavioural and psychological symptoms of dementia are reviewed regularly, and demonstrably inform learning and practice development.

Be responsible for the following in relation to Education and Training:

  • Develop and maintain competency levels necessary for professional practice.
  • Ensure staff receive training in, are familiar with, and implement all policies and procedures of the Nursing Home.
  • Ensure staff have adequate education and training regarding residents’ rights
  • Ensure staff receive mandatory trainings, as well as identifying training needs and organising same.
  • Ensure staff have up-to-date knowledge and skills appropriate to their role to respond to and manage behaviour that is challenging.
  • Facilitate the arrangements necessary and participate where appropriate, in education, training and supervision of other staff as the need arises.
  • Be responsible for the recruitment, orientation, development and supervision of new and current staff.
  • Attend mandatory training and training courses related to identified needs both in-house and other locations to meet and enhance the service being provided.

Be responsible for the following in relation to Quality and Safety Management System:

  • Support and implement the Quality and Safety Management System, including resident involvement. The Quality and Safety Management System shall encompass ongoing monitoring of the service and care provided within the Nursing Home, including the annual review of the quality and safety of care provided.
  • Participate in the Nursing Home’s Risk Management processes as deemed required by the Registered Provider/Director of Nursing. This may include assessment of risk and involvement and implementation of controls in the development and update of the Nursing Home’s Risk Management Registers and resident’s Individual Risk Management Plans.
  • Initiate and participate in inspections, evaluations, audits and quality initiatives relevant to the Nursing Home.
  • Use quality measurements and direct learning outcomes to drive service provision improvements within the Nursing Home.
  • Ensure appropriate records of residents’ health conditions and treatments are properly maintained daily, including ensuring that applicable legislation, regulatory requirements, best practice and relevant codes of practice are met in relation to resident records. And Ensuring that all legally required certificates and licences are kept up to date and are displayed where required.

Be responsible for the following in relation to Health and Safety:

  • Ensure the implementation of health and safety requirements of the Nursing Home, including those relating to the safety statement and all aspects of infection prevention and control and fire safety.
  • To monitor the building/grounds and equipment for problems/faults and to report any safety issues immediately to the Director of Nursing or other designated person
  • Perform duties in a manner conducive to health and safety and in accordance with the services policies and procedures and in compliance with HSA regulatory body.
  • To ensure that food is served and consumed by residents in a safe and hygienic manner in line with HACCP guidelines.
  • Immediate reporting and documentation of all untoward/critical incidents, accidents and near misses in line with the services policies and procedures, ensuring responsive approach to residents’ care and safety.

Be responsible for the following in relation to Household Management:

  • Plan for the conservation and economical use of supplies, heating, light, goods and equipment.
  • Maintain adequate stocks in the Nursing Home and manage their use in an efficient and effective manner.
  • To maintain accurate records of all expenditure, attaching to the service (where appropriate).
  • To ensure that personal information records are up to date and stored in an orderly and secure fashion that ensures residents confidentiality and compliance with legislative requirements.
